ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that. Through ALEC, corporations hand state legislators their wishlists to benefit their bottom line. Corporations fund almost all of ALEC's operations. They pay for a seat on ALEC task forces where corporate lobbyists and special interest reps vote with elected officials to approve “model” bills. He is also a Board Member for the Washington Area State Relations Group (WASRG). According to its website, WASRG is " ... one of the nation’s largest organizations dedicated exclusively to serving state government relations professionals. Since the mid-1970s, WASRG has been providing its corporate, trade association and public sector members with a unique and valuable opportunity to interact with their peers, key state officials and public policy experts ... WASRG promotes educational and networking opportunities for busy professionals who work as lobbyists, association staff, government affairs executives and vendor/service representatives." He served as WASRG's President from March 2010 through February 2011 and has sat on the Board of Directors since January 2008.
Before becoming the Senior Director of Membership & Development position, Cirame served as Director of Corporate & Non-Profit Relations for ALEC from March 2007 through June 2010.
He has also held other jobs in the political and/or corporate sphere. These include the following:
Director of Development at S4, Inc., self-described as "...a professional services and consulting firm catering to the US Government, Department of Defense, Department of Homeland Security and private entities." The S4, Inc. website shows that its clients are primarily from the military defense industry.
Development Officer at The Leadership Institute, a Virginia based training organisation for potential conservative political leaders.
