Ann Witt (Aide to FDA Commissioner Kessler): Testified before the Waxman subcommittee about Brown & Williamson's involvement with Y-1.

Ann Witt was a aide to FDA commissioner David Kessler (1994) (USAT 6/22/94). Witt testified before the Waxman subcommittee that Brown & Williamson Tobacco Company Executives on May 3, 1994 specifically denied breeding tobacco for its nicotine content; however, on June 17, 1994, after FDA learned of its existence from other sources, BWT admitted it was growing and using the Y-1 high nicotine plant (USAT 6/22/94).
