Background on Plant

The plant was originally owned and operated by the Baikal Pulp and Paper Mill, which closed in 2013,[1] after which it was turned over to the town of Biakalsk.[2] In November 2018 it was announced that the plant would be converted to run on wood biofuel by August 2021.[2]
