{{#Badges:CoalSwarm|Navbar-CoalPlants}} Chaco Valley Energy, a BHP Billiton subsidiary, submitted a permit application in March 2004 to build a power plant if the Sithe proposal at Desert Rock was not successful.[1] BHP Billiton operates coal mines in New Mexico on and near Navajo lands.[2]

BHP recently withdrew its air permit application. The San Juan Citizens Alliance expects that this project will only return to the drawing board if Desert Rock is unsuccessful.[3]
