Guodian Yuzhong-2 power station (国电兰州榆中热电厂) is a 700 MW coal plant under development at the same region but in a different location.

Background on Guodian Yuzhong-1

The two existing coal-fired units of Guodian Yuzhong -1 power station, totaling 220 MW, were brought online between 1989 and 1990. It is a CHP power station, supplying heat to 8 million square meters of urban area of Lanzhou City. The plant was originally owned by China Guodian.[1]

The plant will be shut down when Yuzhong-2 is completed.[2]

The plant's two units were retired in 2019.[3]

Description of Guodian Yuzhong-2

Guodian is planning to build the two-unit coal-fired CHP Guodian Yuzhong-2 power station, with a total capacity of 600 MW. In 2014 the size was raised to 2 x 350 MW.[4][5]

The units are under construction, and plan to supply heat to eastern Lanzhou city in 2018. The heating area will increase to 16.78 million square meters.[6]

Unit 1 was connected to the grid in September 2018,[7] and commissioned in January 2019.[8]

Unit 2

2017: Expansion postponed by government

In July 2017, the NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) are ordered to slow down the construction progress during 2017 to 2020, and are not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[9]

Guodian Yuzhong-2 unit 2 is among the postponed coal-burning units,[9] and also appeared on an updated list of postponements released in September 2017. The new list contained 151 units totaling 93 GW.[10]

Construction resumes

Construction was reported on unit 2 in May 2018. According to satellite photos, the project looks near completion.[11]

Ownership

On August 28, 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[12][13] The merger was completed on November 28, 2017.[14]

Opposition to Guodian Yuzhong-2

According to news reports, in order to build Guodian Yuzhong-2, 505 households had to relocate. Those who did not want to move, or were not happy with the compensation, engaged in constant conflict with the construction workers. The construction company claimed that they lost 700 million RMB (US$1.1 million) due to the construction delay caused by the conflict. On April 12, 2016, the local government officials demolished 3 homes after negotiations with them failed. By April 2016, one family still refused to move away, and the negotiation was ongoing.[15]
