Lackawanna Clean Energy has proposed a coal-to-gas plant to be sited at an abandoned coke oven plant in Erie County. The estimated $1.5 billion plant would convert coal and pet coke to synthetic natural gas. The company says it plans to capture 90 percent of the plant's carbon dioxide emissions, but has no proposal on where to store it.

Developers have yet to apply for any of the environmental permits necessary to construct the plant.[1]

In December 2010 the Sierra Club noted that the permits were stalled, no draft EIS had been issued, and the developer's website had not updated since 2008. Sierra concluded that the project was defunct.[2]
