The National Center for Food and Agricultural Policy (NCFAP) describes itself as 'a private non-profit non-advocacy research organization'.

In its 2002 annual report states that NCFAP was "originally established in 1984 at Resources for the Future (RFF)with a grant from the W.K. Kellogg Foundation, the Center became an independent organization in 1992. [1] However, RFF has maintained close ties with the organisation. For example, the domain name registration of the NCFAP website, last updated in January 2006, lists its administrative contact as a staff member of RFF. [2] (RFF operates out of the same building).
