Ryan, Phillips, Utrecht & MacKinnon was a lobbying and campaign law firm based in Washington D.C.

In January 2009, Roll Call reported that the firm had split up and that "Tom Ryan and Jeff MacKinnon have taken two colleagues from the original firm to form Ryan, MacKinnon, Vasapoli & Berzok, while Lyn Utrecht and Bill Phillips have snagged seven colleagues to join their venture Utrecht & Phillips. The Ryan MacKinnon firm will focus on legislative and lobbying work, and Utrecht & Phillips will specialize in campaign finance law as well as lobbying."[1]

Working for Dominion

In 2008 Ryan, Phillips, Utrecht & MacKinnon received $120,000 in fees from the major U.S. power utility Dominion for work on climate change issues.[2] The registered lobbyists were Thomas Ryan, Matthew Berzok, Jeff MacKinnon, Joe Vasapoli,George O'Connor,Bill Phillips, Doug Nappi and Rodney Hoppe.
