Thomas A. Lockhart is a Republican member of the Wyoming State House and he has been a member of American Legislative Exchange Council (ALEC) since 2000.[1] His is the Chair of ALEC's Energy Sub-Committee.

About ALEC
ALEC is a corporate bill mill. It is not just a lobby or a front group; it is much more powerful than that.
